Though it can’t be settled whether Grindelwald or Voldemort win the title of the most powerful notorious wizard because Grindelwald was killed at the hands of Voldemort, but when Voldemort killed him, Grindelwald was in prison and unarmed.

Tom Marvolo Riddle, also known as, Lord Voldemort, was so powerful and terrifying that the people in the wizarding world did not pronounce his name for decades. He was known as, “He Who Must Not Be Named”. The horror he inflicted and the monstrosity he showed could not be compared to anything in the wizarding world and he was able to do that only because of his powers.

Of Course, the list is topped by none other than Albus Dumbledore. Whether Dumbledore is more powerful or Lord Voldemort has always been a matter of debate, but J. K. Rowling taught us that the good triumphs over bad, hence Albus Dumbledore.
